The course is designed to include the fundamentals of school taxation history and policy, school budgeting and audit requirements, and related laws associated with public trust. Major topics will be examined related to the legislative process for school funding and the effect of prior legislation, specifically the Headlee Amendment and Proposal A of 1993, bonding indebtedness and millage levies.
